Deepest and sincere condolences to Ann and the entire Payne and Best family. Hal was like a big brother to my sister Cheryl & I when we were very young and any time we had an opportunity to see him when visiting Barbados it was just like old times. Hal was loved by the entire West family and will be truly missed by all. Praying for God’s strength, peace and comfort for Ann and the entire family during this very difficult time.
